Understanding a Changing Security Landscape
The growing use and sophistication of disinformation and psychological warfare have made understanding these tactics an urgent international priority.
Governments and other actors increasingly seek to manipulate public opinion, undermine trust, damage reputations, and exploit social divisions. This conference will examine how influence campaigns affect societies, institutions, political leaders, conflict, and global affairs—and how democratic societies and international institutions can recognize, resist, and respond to evolving threats.

The conference will welcome scholars, practitioners, policymakers, professionals, and emerging researchers interested in psychological warfare, disinformation, reputational politics, international security, and related fields.
Where Scholarship Meets Practice
Understanding psychological warfare requires perspectives that cross disciplines, professions, and national boundaries.
The conference will bring together academics and practitioners, established experts and emerging scholars, and professionals and students from around the world. Through sustained dialogue, participants will examine how disinformation and psychological warfare are designed, deployed, and amplified; how their effects can be assessed; and what effective responses might look like.
These exchanges will also consider how emerging research can inform policy and practice—connecting new scholarship with the challenges faced by governments, international institutions, and other organizations working to understand and counter contemporary influence operations.

The conference will coincide with Arclight’s summer education abroad programs, creating an unusual opportunity for participating students to become part of a professional international gathering.
Arclight students will have the opportunity to attend conference sessions and contribute to a student panel. They will engage directly with scholars and practitioners, present their own ideas before a professional audience, and participate in the exchange of knowledge that informs emerging research and public policy.
